State Office Staff Biographies
J.P. Winston
J.P. Winston is the Executive Director of the Texas Community College Teachers Association
(TCCTA), bringing extensive experience in teaching, leadership, and administration across the
community college sector. Before joining TCCTA, he served as Department Head for Geography
and Government at Blinn College. His instructional experience includes teaching government
courses at Blinn, Del Mar College, and Lone Star College.
J.P. began his higher education journey as a dual credit student in the Lone Star College system.
He holds a bachelor’s degree in political science from Texas State University, a master’s degree
in public administration from the University of Houston, and graduate certificates in homeland
security and nonprofit management from Texas A&M University.
His previous career experience includes positions with the Texas cities of New Braunfels and
Missouri City and three overseas tours as a diplomat and consul with the U.S. Department of
State. J.P. also serves as a Captain in the Texas State Guard, overseeing entry training programs
for new officers and soldiers.
Clay Jackson
Clay Jackson is a data-driven, transformational leader who joins TCCTA with over eight years of experience in nonprofit fundraising and alumni engagement, combined with a strong background in athletics administration. With a Master’s in Sport and Athletic Administration from Gonzaga University and a B.S. in Sport Management from Texas A&M, Clay brings both academic insight and hands-on expertise to the role of Director of Development & Operations.
Clay has a proven track record of scaling donor engagement and fundraising outcomes. At previous stops in his career, he oversaw a multi-million dollar capital campaign, enhanced various fundraising events to record-breaking attendance and revenue numbers, and successfully managed over 200+ volunteers to raise funds for various scholarships for minority and first generation students on Texas A&M’s campus.
His interests include going on adventures with his wife and four children, supporting a wide array of sports teams, competing in fantasy sports, quoting movies, playing video games and spending quality time with his family and friends. Clay and his family also have three pups, a foster Great Dane named Max, a Cattle Dog named Copper, and a Black Mouth Cur named Teddy.
Ashlee Wigham
Ashlee Wigham, a native Angeleno, born and raised in Redondo Beach, California joins TCCTA with experience in international school management and public-school education. Professionally, Ashlee has a robust background in team leadership, recruitment, and project management, developing a diverse skill set that spans various industries, including education, logistics, and global mobility.
Ashlee's academic journey commenced at California State University, Fullerton, where she majored in German. Driven by her desire to achieve fluency, she studied abroad at the University of Heidelberg in Germany, where she enhanced her understanding of language, culture and rich history.
In her personal life, Ashlee enjoys cooking and often experiments with new recipes inspired by her travels. She loves spending quality time outdoors, whether walking her dog, swimming, or enjoying leisurely days with family and friends at the lake or beach.
