EPIC’s Gatekeeper Project is the primary mission of the Southwest Border Unit, and was initiated in order to conduct research and analysis, and report on information on the Mexican DTO’s controlling the various entry corridors along the U.S. Mexico border. The Gatekeeper Project provides investigative leads to the field, and serves as a tool to policy makers to better allocate resources to the border. The El Paso Intelligence Center (EPIC) defines the role of the Gatekeeper person who is geographically located on and manages the smuggling entry points along the United States / Mexico border. This entails control over the final details concerning coordination on the movement of contraband across the border. The Gatekeeper is neither the source of supply nor the recipient of the contraband being smuggled, although the Gatekeeper is frequently brokered into the source of supply and frequently paid in drug quantities.
As evidenced by the recent spike of violence in Mexico, the Gatekeeper has increasingly found it imperative to build a significant enforcement group to “defend” the territory or has aligned himself with the higher level “Plaza” bosses or the Consolidated Priority Organizational Targets (CPOT) or Cartels. Given the current level of drug-related violence in Mexico attributed to CPOT disagreements, the latter relationship has proved to be a precarious one for the Gatekeeper. EPIC Southwest Border Unit Assessments encompass collection, analysis, and reporting of this nature in Gatekeeper Project Regional Assessments. The presentation details the dynamic networks strewn throughout the span of the Southwest Border and the extremely violent atmosphere that these networks currently foster.
