Regulation and Education: The Interface

Speakers: Brenda Jackson and Richard Gibbs

Successful nursing practice occurs through a carefully collaboration between the  education sector, regulation and the practice arenas. Dr. Brenda Jackson and Mr. Richard Gibbs share a unique perspective on all three areas. Both are members of the Texas Board of Nursing.  Both are active in the national nursing regulatory sector. Dr. Jackson is an educator at the baccalaureate level. Mr. Gibbs is in active practice as a Licensed Vocational Nurse. These speakers will address education/regulation interface.

Biography for Dr. Jackson: Brenda Jackson has been a nursing faculty member since 1975.  She has taught at the Associate Degree, BSN and MSN levels, and has also served in educational administration as Director of the School of Nursing at the University of the Incarnate Word in San Antonio, Texas, and as Associate Dean for the Undergraduate Nursing Program at The University of Texas Health Science Center at San Antonio.  She currently serves as the BSN education representative on the Texas Board of Nursing.  She has served as Chair, and is currently, Board Liaison for the Advisory Committee on Education, and as a member of the Education Liaison Committee.

Dr. Jackson has served on the Practice, Regulation, and Education Committee of the National Council of State Boards of Nursing.  Last year she served as Chair of that Committee.  This year she chairs the Faculty Qualifications Committee of the National Council.

Her areas of interest are educational administration, regulation, and developing the next generation of nurses and nursing faculty.

 

Richard GibbsBiography for Mr. Gibbs: Richard Gibbs graduated Tyler Junior College Vocational Nursing Program in 1982. He is currently employed (for past 10 years) at Woman’s Hospital at Dallas Regional, staff nurse on Physical Rehab Unit, and participates on numerous hospital committees. Mr. Gibbs serves as Editor-in-Chief for LPN 2007, a national nursing journal, and is on his second two-year term as a committee member on the Resolutions Committee for the National Council of State Boards of Nursing (NCSBN). He also represents the nursing practice as a Board Member on the Board of Nurse Examiners since April 2004.

Mr. Gibbs was employed for Lippincott, Williams and Wilkins and served as Vice President on Board of Nurse Examiners October 2005-2006 and as Board Member on The Board of Vocational Nurse Examiners from March 2002- to December 2003.

Practice and Education: The Interface

Speaker: Tricia Scott

Collaboration between education and practice is critically important in providing a graduate nurse who is ready for the workforce. Tricia Scott RN, MS, FACHE will relate evidence concerning the level of the new graduate’s preparedness. She will also discuss methodology to assist faculty in improving the level of preparedness. The ultimate goal for academia and practice is to promote excellence in practice.

 

Trish ScottBiography: Tricia graduated from Texas Women’s University with a BSN in May, 1974.  She earned her Master of Science degree in Healthcare Administration from TWU in May, 1997.

After earning her BSN, Tricia specialized in pediatrics and worked at Children’s Medical Center of Dallas for several years.  Following that she worked in a variety of settings  including a pediatrician’s office and research at UT Southwestern Medical School Neonatology Department.  Tricia left bedside nursing in 1987, to begin a career in medical sales in which she managed the state of Texas territory.

After completing her Masters’ Degree, Tricia held several management and administrative positions with Hospital Corporation of America (HCA) including VP of Post Acute Services, VP of Business Development, and Director of Operations for the Performance Based Development System. 

She is now serving as Division Director for Workforce Development at HCA in Irving, Tx.  Her passion has always been nursing and is now to develop better collaborative relationships between nursing schools and healthcare providers. Tricia worked with the North Texas Consortium of Schools of Nursing to develop 10 patient care teaching/learning modules. These modules were created to prevent “failure to rescue” of the hospitalized patient.

When not nursing , Tricia and her husband, David, live on a 43 acre horse ranch just south of Gainesville where she raises, trains, and sells Oldenburg horses.

Education and Practice Implications for Nursing Students/RN with Substance Use Disorder and/or Mental Illness and Information Regarding Reporting and Assisting the Impaired Nurse

Speaker: Phyllis Tipton

It is estimated that 6 to 20% of all nurses have problems with substance use disorder and/or mental illness.  Studies have indicated that such problems often have their origin either when the nurse was a student or even earlier. Nursing instructors need strategies in working with such students.  The purpose of this presentation is to assist nursing instructors to identify students with substance use disorder and/or mental illness, assist them to find appropriate resources, and assist them in navigating the requirements to obtain initial licensure. As the graduate becomes an RN he/she will also need to understand the professional expectations for reporting and assisting the impaired nurse.

 

Phyllis TiptonBiography: Phyllis Tipton has been an instructor in the A.D.N. program at McLennan Community College in Waco, TX since 1991 teaching medical-surgical and psychiatric nursing.   She completed her MSN from the University of Texas at Arlington in 1988 and her PhD from Texas Woman’s University, Denton Campus in 2005.  The focus of her dissertation was predictors of relapse of nurses involved in the Texas Peer Assistance Program for Nurses (TPAPN).  She also works as the Coordinator of Nursing Research at Hillcrest Baptist Medical Center located in Waco, TX. 

She has served as a Volunteer Advocate for TPAPN since 1993 and has worked with over 80 nurses in the Central Texas area whose practice has become impaired due to substance use disorder and/or mental illness.  Additionally, she serves as the Texas Organization of Associate Degree of Nursing representative on the TPAPN Advisory Committee.

Dr. Tipton has been a member of TCCTA since 1991.  She also holds memberships in TOADN, TNA District 10 and Southern Nursing Research Society.  She serves on the Research and Peer Assistance Committees for the International Nurses Society on Addictions. 

Dr. Tipton has presented research papers at the 2005 and 2007 International Nurses Society on Addictions Annual Conference, 2005 National Organization of Alternative Programs Annual Conference, and the 2007 Southern Nurses Research Society Annual Conferences. She presented a poster presentation at the 6th Annual Summer Institute on Evidence-Based Practice.  An article, “Predictors of Associate Degree Nursing Students’ Success” was accepted for publication in the Online Journal of Southern Nursing Research in July 2007.
